I'm not sure how to fix this problem. I just update the code and used "arc diff update..." etc

I'm trying to make the tests comply to cover the missing part about priority tasks.
And i found some tests already running the runner part.

Deployment done on staging and production. The new counters are currently only activated on webapp1
