Define persistent URL to be used as archive url property in Wikidata

Description

As part of the Wikidata links to SWH we want to reference the SWH origin in Wikidata software entities.
We can use the source code repository property to match with an origin we archived.
To add the reference to the content in the archive, the most adequate property is the archive url (https://www.wikidata.org/wiki/Property:P1065)
But to do so, we need to have a persistent url for which we can guarantee long-term access.

An example:
https://www.wikidata.org/wiki/Q16927990
Here it is a qualifier which is a reference of a source code repository using the archive url: https://archive.softwareheritage.org/browse/origin/https://github.com/openpreserve/jhove/
Might be also used as a separate property

For the wikidata use case, we can totally go ahead and use something like https://archive.softwareheritage.org/browse/origin/https://github.com/openpreserve/jhove/ right now, because wikidata properties are versioned/updatable, so we do not need the same persistency quality standards that we have for other PIDs.

(To be clear: this task remain valid, and we probably want to standardize on something that does not contain the browse part of the URL. But we can go ahead with the wikidata use case, and I suspect all the others, without blocking on this.)
