IRI as in Internationalized Resource Identifiers (RFC 3987), in the context of T2262.
For SWHIDs, the only aspects that should need changes are:
where we should declare to support IRI characters as opposed to only URI ones.

Upon (admittedly quick) review, I don't think that anything more than D3068 is needed to address this.
