icinga notification spam: pending package upgrades

Description

icinga notifications are drowned into a constant stream of:

(10:03:44) swhbot: icinga PROBLEM: service apt on foo.softwareheritage.org is CRITICAL: APT CRITICAL: 19 packages available for upgrade (2 critical updates).

that makes other, potentially more important notifications hard to spot, defeating the purpose of notifications.

I think we can just scrap those notifications: 95% of the time there _is_ a bunch of package upgrades to do anyway...

Do you mean just dropping monitoring of pending package upgrades?
I agree that notifications for "there are pending upgrades" is pointless. But it'd be nice to be nagged for pending security upgrades.
Would that be an acceptable middle ground?
