Update indexers' information about the name and version of the tools used for their computations

Description

We want to record facts about what an indexer did according to a specific version of a tool.

The license indexer has already such information (in regards to nomossa).

This is about aligning the language, ctags, mimetype indexer's:

  • data (swh-storage)
  • schema (swh-storage)
  • api endpoints (swh-storage)
  • code (swh-indexer)
  • puppet manifests (swh-site)

accordingly.
