They have been there for a long time, but they needed some dusting.

Once that improvment is done, this will allow:

• simpler manual bootstrap of debian package for new modules
• making jenkins do the packaging dependencies upgrade itself (without human intervention)

In the end, that would make for smoother debian packaging interactions.
