Create/update python3-pysvn package

Description

swh-loader-svn depends on pysvn (pysvn.tigris.org).
Debian stable has python-pysvn (now python-svn) package but this is python2 support.
pysvn supports python3 but is not included in this package yet.

This is create or update depending on the current package's status.

On #debian-python, olasd asks the maintainer noahfx_ why he dropped the python3 support.

18:34:38 noahfx: olasd: pysvn had a rc bug and the python3 version wasnt ready and the package was about to be removed from testing, but putting the python3 version back is in my TODO list, help is welcome :)

Ready for python3.5 (version for actual debian testing). My actual work on swh-loader-svn works with it on my machine.

Needs some more work/testing to make the package python3.4 ready (using sbuild as our actual swh-* packages).

Then upload it on our swh debian repo.
