technical: Do we limit the number of deposit requests in the actual process?
technical/functional: deposit server side, replace implementing the build "one" archive out of multiple artifacts step (for one deposit) and send all those deposited artifacts archive for the loader to ingest instead (impact: snapshot, swhid)?

In this task we should decide if:

1. we limit the number partial deposits in one process
2. we aggregate all partial deposits into one swh:1:dir in the SWH archive
