Add swh-badges to https://shields.io

Description

As Bastien suggested on the swh-devel mailing list, adding the swh-badges to shields.io will make it easier to know that such a badge exists.

Here is the guide of how a badge should be added.

Hii @moranegg @zack I'm working on this task and I noticed that we are using pybadges for implementing swh-badges which isn't the case with shields.io. Based on what I understand, these badges have to be re-implemented as shields.io services will use swh apis to generate the dynamic parts of the badges.

@olasd suggested that we can add a REST endpoint next to our own badge generator (which would provide shields.io with the necessary data so they can generate SVGs on their end, using our data)

What are your thoughts on this?
