Docker CE has also been configured so that jenkins can use it.

I've just added a new docker image swh-jenkins/base based on jenkins/jnlp-slave that allow jenkins to spawn a container to run the tests in.

This is used for example by the swh-core test job https://jenkins.softwareheritage.org/job/swh-core/
