It was decided to haveall the developer documentation in the Sphinx
doc, instead of splitting it between Sphinx and the wiki.
This commit just imports contents from the wiki pages and
reformats it in ReST, there is no change in the content.

nope. anyone who wants to contribute with arcanist will need everything on that page, so there's no reason to split; it would only increase the complexity of the interactions between pages
