This switches the webapp's vault remote api setup from orangerie (unibo infra)
to vangogh (azure).

• base_lister: Consistently require only package's presence
• deposit: Consistently require only package's presence

As explained orally to @anlambert, i left the webapp's requirement to latest so
that he can still deploy himself.
