Deploy gitlab instance for production

Description

The staging instance was installed in T4046

The production environment can be instantiated using the same terraform components.
The gitlab installation by itself, described in hedgedoc[1], should be declined in a configuration committed in the k8s configuration repositories and applied by argocd.

The backup, not addressed in the staging environment, must be configured in a s3 compatible storage
