swh-worker: puppetize daemon

Description

The worker daemon configuration is currently not puppetized. This needs fixing so we can nuke and recreate the workers at will.

The puppet config for workers is now done in the swh profile.

Only the swh_loader_git worker is enabled that way, but the configuration should be easy enough to follow for other workers.
