browse: Add 'Take a new snapshot' action when browsing an origin

Located in the top right 'Actions' dropdown menu, it gives users the possibility
to create a new save request for the currently browsed software origin.

A modal with a prefilled form will be displayed. Users will need to complete
a reCAPTCHA before submitting it.
