If the puppet master vm (pergamon) is not up, that won't prevent the script from
working. Only logs output report the failure to communicate with it.

Actually use it and it works as expected. When the pergamon is not up, output
the failure to communicate. Otherwise, rsync the puppet manifest to pergamon and then we
can "puppet agent --test" as we want.
