T3778: The docker-dev build is often failing

rDENV74f4d9969f4e: Increase the swh-web timeout for swh-storage requests

Summary

It should help the jenkins build to succeed.
The slowness looks related to a high I/O load on the build server.
Once we will have the real query time, it will be possible to
try to improve the configuration to reduce the storage response time.
