33	replace `build Python libraries` with `Python library dependencies` or something of the sort

32–39	yes, that way I can cut trough the big indent offset
33	they are needed only for building (vs. runtime) as they are -dev, right? If that so, specify build or something seems adequate. I may be wrong.

Also, is the grouping and the description accurate?
