Fix dependency on pyblake3 on stretch

We need to explicitely add python3-pyblake2 to the Depends section of the
binary package since pybuild (on stretch at least) does not seem to handle
pip's environment markers, which is used in this package's setup.py:

pyblake2;python_version<"3.6"'
