Add a make target to build assets in each swh-* repo

This allows to prevent from building each swh-* sphinx doc twice, and more
importantly, these cannot be built without sphinx warnings (due to unhanlded
'inter-sphinx' references), which we try to avoid to be able to check that
the doc builds properly on the CI.
