vagrant-vbguest installed at latest version (currently 0.25.0) ~> `vagrant

up <vm>` is stopped short, the vm is not fully provisioned...

downgrade as explicited in the readme (this diff)
vagrant destroy <vm> && vagrant up <vm> ~> the vm is built and provisioned
