Inspired by the local checks we do when checking a deposit,
we want to have a tool/script we can give clients (here it is HAL)
to help the review process of a software submission.

This task is tagged deposit, but it is not an element used in the SWORD push,
the tool should be an external standalone script and will be integrated on other platforms.
