django-webpack-loader recently pushed its 1.0 release and it introduces breaking changes since previous versions.
django-webpack-loader 1.0 is not packaged in debian and few chances that it will be distributed in buster so we will have to package it ourselves.
The package is quite lightweight so this should not be too complicated to do.

I have created the django-webpack-loader repository on the forge with debian branches to build the package on unstable and buster (I reused same configuration as official debian package, no changes were needed apart the changelog).
Next step, setup the Jenkins job to build the packages.
Packages have been built and uploaded.
Final step: bump django-webpack-loader in debian/control file for swh-web and check package build still passes.
