Since T3084 got released, it seems those are scheduled but not ingested.
Investigate and fix.

Well, that was simple enough.

Messages are scheduled but no consumer in the high priority are consuming those...

saatchi rabbitmq admin queue page:

save_code_now:swh.loader.svn.tasks.DumpMountAndLoadSvnRepository D ha-all	idle	3	0	3	0.00/s

So here goes the fix...

Deployed, so the queue is now consumed.
