Prepare the terraform and puppet configurations to allow the deployment of the counters in staging. It will create the bases for the production deployment.
It implies to create a new vm with redis that will also run the gunicorn service and the journal client.
(The prometheus endpoint is not yet implemented on swh-counter, it will be in a second step)

A new vm counters0.internal.staging.swh.network is deployed and hosting redis, swh-counters and its journal-client.
The lag in staging will be recovered in a couple of hours.
