Currently failing as it's not easy to tell our packaging tool to not use the 7.10.0 version.

Proposal: Deactivate the chroot tests for now.

We need the new swh-search package to continue on T2817

In the meantime, elasticsearch upstream released 7.10.1. I've validated locally that the build of the debian package for swh.search 0.3.0 passes with that version installed in the chroot.

Both builds passed successfully with ES 7.10.1.
