grafana: server error / failed to get settings

Description

Any access to / page of grafana fails for me with the error message in title.
The only additional info I receive in browser is: "Check the Grafana server logs for the detailed error message."

pergamon was out of disk space; expiring puppet client certificated overflowed the icinga2 logs, which in turn made the root partition overflow.
