We should likely do the snapshot.d.o import in several passes:

Create the entity / origin hierarchy from snapshot.d.o metadata
Bulk import new individual source packages using Debian loader, with a way to associate them with their snapshot.d.o metadata
Create occurrences from the snapshot.d.o metadata linking them to the origins

The bulk import of Debian packages from snapshot.debian.org is robust since rDLDDEB9ce8e449eeb4.

The initial import of the snapshot.debian.org data has been done in december.
