www.s.o: show empty page when javascript is disabled

Description

As per title. When JavaScript is disabled in a GUI-based web browser (e.g., using NoScript or ScriptSafe), the main www.softwareheritage.org website only shows a grey background with no content.
Note that, on the other hand, the website works quite fine with text-only browsers (e.g., w3m). ¯\_(ツ)_/¯

This is due to the Layers Pro WP plugin extending the default Layers theme with fancy features that heavily rely on the use of JavaScript.
Deactivating it fixes the issue but unfortunately we rely on some features of Layers Pro (for instance on the Donate page).
