we should migrate to using the new(-ish) compose (go) docker plugin instead of the now deprecated docker-compose (python) tool.

Should at least be done on jenkins workers.
Note that it can be installed in parallel with the python docker-compose tool, so should be done in 2 steps for bw compat,

Note: the docker-compose-plugin has been installed by hand on thyssen (to be able to test it), but the puppet config should be updated accordingly.
