That service has long been stopped because it was not efficient.
And source for slowness in the scheduler related services.

As that scheduler part is getting phased out with the new refactoring on the scheduler for recurrent tasks.
That need is less important now as we are creating way way less tasks in the scheduler.

All in all, we no longer need the puppet part nor the current scheduler (complex) code related to it.

This is a clean up task.
