Move daemon-reload to restart_on_change (#162)

Move daemon-reload to restart_on_change

Right now change of systemd file executing systemctl daemon-reload that executing restart to ZK service.
If $zookeeper::restart_on_change set to false, we don't need to restart the service in case of daemon-reload
