scheduler: Reorganize scheduler configuration files
- Add a base scheduler manifest that will be used for all the scheduler related services
- Move all the scheduler related configurations (backend/listener/runner/archive) to an unique scheduler directory
- Cleanup the old files
- add missing dependencies on config directory
- few reformats
