scheduler: Reorganize scheduler configuration files

• Add a base scheduler manifest that will be used for all the scheduler related services
• Move all the scheduler related configurations (backend/listener/runner/archive) to an unique scheduler directory
• Cleanup the old files
• add missing dependencies on config directory
• few reformats
