Add a manage_interfaces variable to guard /etc/network/interfaces management

This new variable allows us to override whether we're managing the contents of
/etc/network/interfaces per subnet, even if the configuration is enabled for a
given hostname.

This allows us to use real hostname for boxes simulated in vagrant.
