Add tox job for swh-storage, which runs tests marked 'cassandra'.

These tests are disabled by default because they are too slow.
This new job will run them in parallel of the non-cassandra tests.

This way, all commits/diffs will get non-cassandra failure messages
early (if any), but also get the results of cassandra tests.
