The network diagram used in https://docs.softwareheritage.org/devel/infrastructure/network.html is generated via a nwdiag plantuml diagram.
It needs a recent version of plantuml to be correctly generated.

In order to allow the ci (and any other team members) to generate the diagram, the docker image needs to use a more recent version of plantuml.

Once the docker image will be updated, the 2 network.svg and network.png files can be removed from the documentation repository
