Description

Once we finalise the PIDs for Software Heritage, we need to apply for registering the corresponding URI in the IANA register.

the procedure for the registration is here: https://tools.ietf.org/html/rfc7595

in particular, there is a registration template that we should fill-in: https://tools.ietf.org/html/rfc7595#section-7.4

I've prepared a draft IANA registration template. We have some work in flux on the SWHID spec, so I'll submit the registration request once it's done.

Meanwhile I've verified that the new IANA policy for provisional registrations is first-come/first-served (unless there are conflicts), so this should be pretty straightforward to obtain.
